I’ve got ideas how to incorporate ES into HTA. It’s not rocket science but everyone keeps trying to make it rocket sciencey! There is a carbon consequence to every cost
For example we add a x% premium to all costs to account for the average carbon footprint? I like this as a simple solution (full LCA would impose huge additional costs on the HTA process) but I still worry HTA is too late in the day to be a serious policy lever.
